Tennessee Walking Horse Pastern Action Devices and Hoof Pads Ban Endorsed by AVMA, AAEP; Vets' Joint Memo States Devices Are Part of Soring Practices

Walking horse hoof packages include some or all of these components: (from ground up) 1. a shoe on the ground; 2. a stack of pads anchored by a double-nail pad system; 3. a hose clamp that secures the pad package around the hoof wall; 4. pastern action devices, usually chains or beads. The pastern and sole are the focus of soring methods to inflict pain so that the horse doesn't want to keep either front foot on the ground for long. The following is a position statement received from the AVMA and AAEP today. Soring is prohibited under the Horse Protection Act, a federal law enforced by the US Department of Agriculture's Animal and Plant Health Inspection Service (USDA-APHIS)

June 14, 2012 - The American Veterinary Medical Association (AVMA) and the American Association of Equine Practitioners (AAEP) today called for a ban on the use of action devices and performance packages in the training and showing of Tennessee Walking Horses.

These devices and packages are implicated in the practice of soring, which is the abusive act of intentionally inflicting pain to accentuate a horse’s gait.

"Soring has been an illegal act for more than 40 years. Nevertheless, increasingly shrewd and more difficult to detect—yet equally painful—methods of soring continue to plague the Walking Horse Industry," said Dr. René A. Carlson, President of the AVMA.

"America's veterinarians are asking USDA-APHIS to prohibit the use of action devices and performance packages in the training and showing of Walking Horses, because they appear to be facilitating soring," Dr. Carlson added.

"The soring of Tennessee Walking Horses is an extremely abusive practice and it must end," said AAEP President Dr. John Mitchell. "We urge a modification to the Horse Protection Act so that all action devices and performance packages are banned."

Following is the veterinary groups' joint position statement:

The American Veterinary Medical Association and the American Association of Equine Practitioners support a ban on the use of action devices and performance packages in the training and showing of Tennessee Walking Horses.

Action devices used in the training and showing of Tennessee Walking Horses include chains, ankle rings, collars, rollers, and bracelets of wood or aluminum beads. When used in conjunction with chemical irritants on the pastern of the horse’s foot, the motion of the action device creates a painful response, resulting in a more exaggerated gait.

Foreign substances are being detected on the pastern area during pre-show inspections at an alarmingly high rate, according to U.S. Department of Agriculture statistics. While there is little scientific evidence to indicate that the use of action devices below a certain weight are detrimental to the health and welfare of the horse, banning action devices from use in the training and showing of Tennessee Walking Horses reduces the motivation to apply a chemical irritant to the pastern.

The United States Equestrian Federation (USEF), the national governing body for equestrian sport in the United States, disallows action devices in the show ring for all recognized national breed affiliates. The AVMA and the AAEP commend the USEF for this rule and urge the USDA-APHIS to adopt similar restrictions for Tennessee Walking Horses.

Performance packages (also called stacks or pads), made of plastic, leather, wood, rubber and combinations of these materials, are attached below the sole of the horse’s natural hoof and have a metal band that runs around the hoof wall to maintain them in place.

Performance packages add weight to the horse’s foot, causing it to strike with more force and at an abnormal angle to the ground. They also facilitate the concealment of items that apply pressure to the sole of the horse’s hoof. Pressure from these hidden items produces pain in the hoof so that the horse lifts its feet faster and higher in an exaggerated gait.

Because the inhumane practice of soring Tennessee Walking Horses has continued 40 years after passage of the Horse Protection Act, and because the industry has been unable to make substantial progress in eliminating this abusive practice, the AVMA and the AAEP believe a ban on action devices and performance packages is necessary to protect the health and welfare of the horse.

Hoof Blog note: It should be clarified that Walking horses are not governed by USEF rules. Other "action" breeds such as the American Saddlebred, Hackney, and National Show Horse are governed by USEF rules.

Racetrack Surface Research Video: Building a TTD for the Track in a Box at the University of California

This video shows the development and constrution of the University of California, Davis, J.D. Wheat Veterinary Orthopedic Research Laboratory track-testing device (TTD). The TTD is instrumented with a load cell, accelerometer, and laser displacement sensor, and is used to compare the dynamic properties of Thoroughbred racehorse racetrack surfaces as part of the lab's "Track in a Box " project to simulate racetrack conditions in the laboratory.

The "box" in the lab acan be filled with layers of dirt, stones, asphalt and racetrack surface materials that could include wax, fibers or other materials. A drainage system allows the effects of rain to be testing. The spring-loaded mechanism simulates the impact of pounding hooves up to 100 times the force of gravity while measurements are taken to characterize surface behavior.

The "Track in a Box" project is the work of Jacob Setterbo, a PhD candidate in the Biomedical Engineering Graduate Group, and Dr. Susan Stover, director of the school’s JD Wheat Veterinary Orthopedic Research Laboratory. The project is funded by the Grayson Jockey Club, the Southern California Equine Foundation, and the Center for Equine Health with funds provided by the State of California pari-mutuel fund and contributions by private donors.

I asked Jacob Setterbo about the fact that the TTD contained everything exect a shoe, and wondered about adding a shoe to the TTD, or even using it to test how different shoes load in different footing. Setterbo and Stover worked on a sensor shoe for racetrack testing which was featured on the hoof blog in an article last fall.

"That is a possibility we considered," Setterbo answered. "So the TTD was designed so that a new interface to the load cell can be machined so that a shoe can be added, and things such as toe grabs can be compared. Because we first need to establish the functionality of the TTD we decided to first start with a simple impacting part, which is an aluminum piece which is approximately the same area of the hoof. But the answer is yes, it is possible to modify the TTD to test different shoes."

AAEP Convention Report: Digital Extension Device Details from Hans Castelijns

And now for something completely different: German farrier/veterinarian Hans Castelijns gave several lectures at the 2008 American Association of Equine Practitioners Convention in San Diego, California. In a special session on lameness in the foot in Monday, he presented a tool that has, as yet, not hit the radar of American-style lameness diagnosis.

Castelijns is a referral vet/farrier and runs a rehabilitation farm in the Tuscany region of Italy, when he's not harvesting his olive groves or traveling the world as a lecturer and thought-provocateur.

His tool is a multi-level aluminum-encased disk that the horse stands on; the top surface is covered with a non-slip pad. A long lever arm extends from the center of the disk. It cranks the disk up to displace medial or lateral, toe or heel, regions of the foot, to test for discomfort, or perhaps more precisely, to gauge the horse's range of comfort. The horse protests when too much torque is placed on the foot, indicating ligament pain or general intolerance to uneven weightbearing.

Swiss farrier Bernard Duvernay demonstrated the device at the wonderful Luwex HufSymposium in Germany in 2006.

The lever arm has an angle gauge and a level at the end, so the operator can say, "Before we trimmed him, he had a medial intolerance at x degrees. With this new trim, he showed no intolerance at all."

The tool is a massive sophistication of the basic lever test for navicular pain; veterinarians formerly stood horses on a board and lifted it, higher and higher to extend the coffin joint and stress the navicular zone, including the deep digital flextor tendon and the navicular ligaments, while an assistant lifted the opposite foot (see photo below). Horses with navicular pain shivered their upper leg muscles, jumped right off the board or buckled backward. The test was often dangerous for all involved; sometimes diagnostic tests would try to lift the foot from the side to elevate the lateral side of the foot, so that pain in the collateral ligaments might be identified.

While digital extension tests with a board may not be very accurate in pinpointing the source of pain, they can be helpful, particularly in the field, and they are useful for before and after illustrations of horses reactions pre- and post-shoeing or trimming or surgery. Castilijns has developed a protocol for the use of the more sophisticated tool and also has pinpointed areas that he feels are sensitive to specific elevations.

What's Next for Barbaro: External Fixation for Collapsing Right Hind

A sobering statement from New Bolton Center this morning:

"On Saturday, January 27, Barbaro was taken back to surgery because we could not keep him comfortable on his right hind foot. That foot developed a deep subsolar abscess secondary to bruising when he went through a period of discomfort on the left hind foot. It is not laminitis but the undermining of the sole and part of the lateral heel region are potentially just as serious.

"We attempted to manage the right hind foot in a cast and then in a custom fabricated brace but it was impossible to have access to the foot for treatment as well as acceptable stability and comfort.

"We elected to place his right hind in an external skeletal fixation device in order to provide the foot a chance to heal. This means that two steel pins have been placed transversely through his right hind cannon bone. These pins are connected to external sidebars that in turn are connected to a lightweight alloy foot plate. This results in the horse eliminating all weight bearing from the foot; the horse's weight is borne through the pins across his cannon bone.

"There is significant risk in this approach but we believed it was our only option given the worsening of the right hind foot problem. The major risk of the external skeletal fixation device is that the bone bearing the weight can fracture. Unfortunately, we felt we needed to take this risk because this approach offered our only hope of keeping Barbaro acceptably comfortable.

"He had a perfect recovery from anesthesia and has been in and out of the sling since then. His left hind foot appears to be stable at this time. We remain concerned about both front feet. Remarkably, his attitude and appetite were excellent overnight.

"We will continue to treat Barbaro aggressively as long as he remains bright, alert and eating. This is another significant setback that exemplifies how complex his medical situation remains because both hind limbs have major problems."

External fixation for laminitis and other conditions is not an unproven technique for New Bolton. The hospital's Dr. David Nunamaker is probably the world's leading expert on this type of support. Photos of similar fixations from Hoofcare & Lameness files will be added to this story when I am back in the office.

"He's got a lot of issues, and not any of them is bad enough to say goodbye. But put together it's not a good day for Barbaro," Mrs. Jackson told Mike Jensen of the Philadelphia Inquirer.

Scott Morrison DVM, consultant on Barbaro's foundered left hind foot, was at home in Kentucky yesterday.

Journalist Jensen recently won an Eclipse Award, racing's highest honor, for his reporting on Barbaro. He is basically embedded at New Bolton Center, somewhere near the reception desk.
